Background
Maharashtra has been the leader in the field of
School AIDS Prevention Education Programmes in India.
Implemented in Mumbai since 1993, and supported by the Mumbai
Districts AIDS Control Society, the program has reached out to
approximately1350 secondary schools till date. The Mumbai State
AIDS Control Society supported the training of teachers and
implementation of the program in all zones in Mumbai till 2005.
UNICEF has been actively involved in various aspects, including
design of curriculum, materials development and implementation
of the School AIDS Prevention Education program since its
inception.

Adolescent Life Skill Education Programme will:
- Provide
adequate information to young people in school on
adolescence and growing up;
- Make
available basic facts on HIV /AIDS transmission and methods
of prevention while also addressing myths and
misconceptions.
- Reinforce
existing positive behaviour and instill life skills that
enables young people protect themselves
- Develop
and encourage positive attitudes towards HIV /AIDS and those
living with HIV /AIDS

as a springboard to reach young people out of school.

Steps
in Implementation
- State
Task Force for the
School Adolescence Life Skills Education programme has been
formalized.
The
Task Force is under the chairmanship of the Secretary of
Education, the other members are representatives from the
Education Department, namely, the Director of SCERT, Director of
Primary Education, Director of Secondary Education, Textbook
Bureau, Members of the Population Education Cell, MSACS, MDACS,
UNICEF, State Health Department, key partner NGOs in each focus
district.
- Formation
of a Working Group on the School Life Skills program
at Mumbai.
To
ensure smooth functioning of the program in Mumbai, including
proper and good monitoring and evaluation, it is essential to
constitute a Working group for Mumbai. This would have
representatives of the Education Department, namely, the Deputy
Director, the 3 Educational Inspectors, Representatives from the
teacher training colleges, BMC Public Health Department, M.O.
Schools department, ABE, ICSE, CBSE, NSS, MDACS and UNICEF.
Role
of the working group:
1.
The working group must meet quarterly to monitor all
activities related to the school program in Mumbai.
2.
The working
group will serve as the nodal point to coordinate the school
program in Mumbai, which includes liaison with the SRG and DRG
for training and monitoring. At all times, working with the
Education department for implementation in schools and school
activities must be ensured for sustainability.
3.
All strategy implementation plans and follow up actions
need to be first discussed at the working group meeting.
- State
Resource Group (SRG) for Mumbai: Approximately,
20 persons will constitute the SRG for Mumbai. These persons
will be the master trainers team as well as officials from
the Education department, and NGO representatives who have
undergone 5 days residential training at Pune, between the
dates, 17th august to 11th September.
Persons from the BMC Health Department – M.O. Schools, the
Education dept, teacher training institutes, and NGOs have
been included in the SRG for Mumbai.
- District
Resource Group (DRG)
for Mumbai: The DRG
will be created for each zone, namely, North, South and
West. Each DRG member will be responsible for 10 schools; the
number of schools in that zone will determine the strength
of the DRG. 1 DRG member shall be responsible for 10
schools. The DRG members will include representatives
from the Education Department (the Deputy Education
Inspector, faculty from teacher training institutes, the BEd
College Extension Service Centre faculty, Social work
colleges, Medical colleges, Local NGOs and any other
resource persons in the zone).
- Advocacy
meetings for Mumbai: Prior
to the implementation of the program in schools, advocacy
meetings will be held at every zone. Key stakeholders from
the zone will attend the meeting. This will ensure their
involvement and will help in smooth functioning of the
program.
- DRG
selection and training: This
will be done by the SRG members after the advocacy meeting.
Persons with time and commitment will be included in the DRG.
The DRG members will undergo 5 days training, similar to the
SRG. This training will be conducted according to mediums.
It is proposed to have one training each in English, Hindi
and Marathi with 40 persons attending each training.
- HM
sensitization: The
HM sensitization will be done ward wise in collaboration
with the Education department. All the HMs shall be called
for a one-day sensitization meeting. The DRG members will
conduct this meeting.
- Nodal
Teacher Training: It
is proposed to train 2 teachers per secondary school in the
district. These teachers will be selected by the Head
masters (hence the need for proper orientation of the HMs)
and will attend 3 days training workshop conducted by the
members of the DRG at the ward level. However, as Mumbai has achieved 91% coverage, the teachers shall be
called back for 3 days, however, these will be enrichment sessions / training. Topics like counseling skills,
gender issues. Leadership roles, providing a safe space for
young people, creating youth networks, doing community
outreach work, networking etc shall be taken.
- Parents
meeting: This
will be done at the school level. Each school will conduct a
parents meeting prior to starting the programme for the
students. The HM and the trained nodal teacher shall conduct
the parents meeting, with support from the DRG and the SRG.
- Students’
activities: The
nodal teachers in their respective schools will conduct the
two sessions on growing up and HIV /AIDS, and the co
curricular activities. The monitoring will be done by the
DRG (Each DRG member is responsible for 10 schools). Reports
will be prepared by the nodal teacher and handed to the DRG
member who will then hand it over to the SRG. The
coordinated reports of the ward (compiled at the Education
Inspector’s zonal office) will then be sent to MDACS and
also to the State Education Department.
